With the 2030 Agenda and the Sustainable Development Goals (SDGs), the United Nations has launched a comprehensive programme for sustainability. These global Sustainable Development Goals include social aspects and the reduction of CO2 emissions. The UN member states reflect this UN membership strategy in various initiatives. Independently, the European Union has also formulated sustainability goals.
Public administration in Germany has a central role to play in the implementation of the SDGs for transformation. Units of the federal administration, the federal states, and municipalities have a responsibility to establish and steer programmes of measures for sustainability. This also includes involving various social groups within the framework of the German sustainability strategy and promoting their sustainable actions. This is a challenging task that also requires the administration to have expertise in the SDG goals and their public, social, and economic dimensions.
Every unit in the administration has a different starting point when it comes to sustainability. Some are just beginning to understand the SDG targets and are looking for the right sustainability strategy. Others have defined strategies and now want to identify the appropriate data with which to measure their sustainability goals. Other public entities want to implement solutions – involving citizens, businesses, and NGOs. These solutions need to balance environmental, social, and economic aspects. Finally, strong sustainability management is needed that is anchored in the organisation and processes.
