Bavaria speeds up Corona emergency aid with online procedures 

The Bavarian Ministry of Economic Affairs implemented an online application procedure for the Corona emergency aid program in just five days

Apply for Corona emergency aid more quickly and simply

To make it easier and faster for self-employed people, farmers and companies to apply for Corona emergency aid, the Bavarian Ministry of Economic Affairs implemented a special online application solution. It replaces the application procedure using PDF documents, some of which were filled out by hand, scanned and sent by e-mail to the application offices.

More than 108,500 applications have already been submitted since the system went live

With the new online form on the Internet, all of the data is available digitally from the start of the application process, which means it can flow into the review and approval process of the respective administrative office or agency. Special check routines support the administrative staff with the decision notification process. Payment instructions are automatically forwarded to the responsible payment offices of the Free State of Bavaria and the City of Munich. The system also automatically notifies the applicants by email about the receipt of their application and any notice of payment. This complete digitization of the entire process not only speeds up the application process considerably, but also the payment of funds.

Another key advantage of the new solution is that administrative staff can access it from their home offices and check applications. This is an important aspect for many of them, given the current restrictions regarding the coronavirus. What's more, the system allows statistical evaluations to be carried out quickly throughout application process.

Up and running in just five days

The Bavarian Ministry of Economic Affairs developed the application and process platform for Corona emergency aid together with Pegasystems and was able to get it up and running in just five days with the support of T-Systems. It runs on the highly configurable, low-code platform from Pegasystems and is operated by T-Systems on a secure, highly available and scalable infrastructure in its own data centers in Germany.

“The time saved through the new system is considerable,” explains Harald Esch, Vice President and Managing Director DACH at Pegasystems in Munich. “The 500 or so administrative staff, who were literally buried under the flood of time-consuming and error-prone PDFs in the past, can now process applications much faster.” Jörg Scholz, Vice President Sales Public, Head of IT Business T-Systems, added: “We wanted to give quick and straightforward help. In just five days, including a weekend, we worked with Pegasystems to get the solution up and running.”

The Bavarian Minister of Economic Affairs, Hubert Aiwanger, emphasized: “With this new online procedure, we will be able to speed up the processing of applications to the district governments and the City of Munich even further. I would like to thank Pegasystems and T-Systems for their outstanding commitment. As a result of this, small and medium-sized companies will be able to obtain funding much more quickly.”

Over 100,000 applications within a short period of time

The new online procedure is already being used very actively by Bavarian companies. Shortly after it went live, more than 108,500 of them applied for emergency aid. In accordance with the Kiel resolutions, the solution can also be made available for use in other federal states, municipalities and the federal government – as a kind of blueprint for specific requirements, administrative processes and infrastructures of the respective agencies.
