The state of Baden-Württemberg is systematically advancing the digitalization of its schools. T-Systems is providing support here with a high-performance infrastructure, and has successfully transferred the state-wide Moodle BW learning management system to T Cloud Public and readied it for the future. Moodle BW enables teachers and students to teach and learn digitally.
With over 1.5 million learners and around 140,000 teachers, Baden-Württemberg is one of the most important regions for education in Germany. Digital learning opportunities play a central role in this, and the state's Moodle BW is a core component of its own education platform, SCHULE@BW, and one of the largest Moodle systems in the world.
In July 2023, T-Systems took over operational responsibility for Moodle BW and migrated the instances to Deutsche Telekom's own datacenters. Together with Moodle partner oncampus, the migration became a cloud transformation. The chosen target platform was T Cloud Public, which meets the highest requirements for data protection, security, and sovereignty. The company operates exclusively in Germany.
The results speak for themselves. Around 620,000 users access the system every day, with more than 1,600 schools using Moodle BW in the classroom.
The central Moodle service has been in regular operation since August 2024. In a further step, the application was modernized to meet the requirements of cloud operations, with automatic scaling ensuring stability during peak loads in everyday school life.

With this project, Baden-Württemberg is demonstrating how digital education infrastructure can be transferred to the cloud in a sovereign, secure, and sustainable manner. Deutsche Telekom is supporting the state as a reliable digitalization partner.
Moodle is a globally used software for learning management. The adaptable and secure open-source software was developed in Australia and enables various forms of face-to-face and online learning. Over 150,000 registered installations and 500 million users make use of the learning management system. The state of Baden-Württemberg's Moodle BW is one of the world's largest Moodle systems.
T Cloud Public (formerly Open Telekom Cloud) is the sovereign public cloud platform of Deutsche Telekom/T-Systems. It combines high technological performance with complete data, legal, and operational sovereignty in accordance with European standards. The platform meets strict security standards, such as C5 and BSI IT baseline protection, and already offers around 80 percent of the core functionalities of leading hyperscalers. With over 7,000 customers from business, research, and the public sector, T Cloud Public is a powerful German alternative in the global cloud market.
